Click on "settings" to the right of the forum in which you wish to change your topic ordering.

To create a subforum, simply drag any forum into another forum until you see an arrow like this:

Use this page to manage your forums and categories. When you create a new community it will be automatically populated with some forums. You can edit or delete these forums to suit your needs.
