Yes, we had a Texas IP. It was some Colo. I blocked that range as well as a couple of Chinese ranges. Probably hitching into other people's proxys.

That ISP in china has what looks like 77 Class C IP ranges but I suspect this guy only has at most 508 IPS in his area.
