I think it's a lot better to do it this way than allow anyone to use any script.
Most board admins will just copy and paste scripts without worrying too much about how they work. This is great in theory until you consider that there are a lot of different sites offering scripts that basically do the same thing, but are written in a slightly different way. Also, scripts are usually provided so they can be copied standalone instead of depending on other files. This means that if you have lots of scripts on your board, they may all duplicate some of the same code. And many of the scripts you'll find on the net are very badly written, which makes them difficult to debug if they go wrong.
Add all of this to the security risks of malicious code being posted on boards (either intentionally or not) and the fact that admins could add any number of scripts to their boards and you realise how many possibilities there are. If an admin copies a script that breaks their board, the first place they'll go to is a yuku help forum (here, or gethelp). This would become a maintenance nightmare.
I'd be much more worried about yuku trying to support this situation than providing a pre-defined list of allowed scripts that are written and supported in-house by yuku developers. The library is a good thing!
