Who cares what they say or think, they are banned! 
It doesn't do much good to explain to people why they can't play in the sandbox anymore or sugar coat it.Banned one member over the weekend for TOU violations and 2 more are on deck, I don't feel bad for them at all, the more they can be abused the better.
